A steady head is critical to hitting short-irons accurately, but the typical high-handicapper often overdoes the ‘head-down’ advice, principally by dropping his chin too low at address. This prevents the left shoulder from freely rotating under the chin on the backswing, and the right shoulder from doing the same on the downswing, which distorts the swing path, which produces off-target hits.
To promote a free-flowing arm swing and a down-and-through action in the impact zone, position the tip of your chin a few inches from your sternum or breastbone as you assume your setup, than keep it there throughout the swing.
